If you run a professional services business — an agency, a consultancy, an engineering firm — your software stack is the difference between a 12% margin and a 28% margin. The right PSA (professional services automation) tool quotes faster, invoices tighter, tracks time honestly and stops jobs going underwater before you find out at month-end.
The wrong one creates spreadsheets. Lots of them.
This is a head-to-head comparison of the five PSA tools we get asked about most often: AtomicSam, WorkflowMax, Scoro, Projectworks and Productive. We'll look at what each one does well, where it falls short, who it's for, and how it stacks up on the features that actually move the margin.
Yes, AtomicSam is our product — so we've kept the comparison data factual and let you sort and filter the table yourself. Every feature claim is verifiable on the vendors' own product pages.
How we compared them
PSA is a crowded category and most "best of" lists rank tools by review-site star ratings. We don't think that's useful. A 4.6 average across 200 reviews tells you very little about whether a tool will handle your retainers, your approval flows, your three-way matching on POs.
So instead we scored each tool against the seven things that actually matter when a PSA is doing its job:
- Quoting — how quickly you can get a defensible quote out the door, and whether it stays connected to the job.
- Invoicing — how many billing models it supports natively, and whether it catches variances before invoices go out.
- Time tracking — whether timesheets reconcile to expected hours and whether managers can override with an audit trail.
- Purchase orders & cost control — whether the tool actually stops cost overruns or just reports on them after the fact.
- Resourcing — capacity heat maps, leave, holiday calendars and proactive alerts.
- Approvals — one unified system, or a patchwork of separate flows.
- AI & automation — what's actually built in vs bolted on.
Pricing matters too, but it's a moving target — every vendor adjusts plans, currencies and seat minimums quarterly. We've called out the structural pricing differences (per-user vs flat, minimum seats, trial length) rather than quoting numbers that will be wrong by next month.
The five tools at a glance
1. AtomicSam — the modern, AI-native PSA
AtomicSam is a newer entrant built specifically for digital-age professional services firms — agencies, consultancies, software services, architecture and engineering practices. It's the only tool in this comparison with native AI woven through quoting, invoicing and timesheets, plus features like seven invoice modes, three-way PO matching and a unified approval system that the older PSAs don't offer.
Best for: Agencies and professional services firms (5–50 staff) that have outgrown spreadsheets and lightweight tools, and want a single system for quoting, jobs, time, invoicing and POs without paying enterprise prices.
Pros
- 7 invoice modes — including progress payments, retainers, retention release and variation billing — vs 2–4 in everyone else.
- Native AI features (job descriptions, client research, AI receipt parsing, invoice narrative builder).
- Three-way matching on POs and a 3-stage cost tracker (Estimated → Committed → Actual).
- Quote enforcement with three configurable levels — your team literally can't blow past a quoted budget without an approval.
- Industry terminology presets (5) so the labels match your industry without custom dev.
- Provider-agnostic accounting — Xero and QuickBooks Online natively.
Cons
- Newer product — smaller community and fewer third-party Zapier templates than WorkflowMax or Productive.
- No native mobile app yet (web-responsive only).
- Doesn't yet have a freelancer / single-user plan — designed for teams of 3+.
2. WorkflowMax — the legacy Xero workhorse
The original Xero-owned PSA, now re-launched as WorkflowMax 2 by BlueRock after Xero divested the original product. It's still the default for many Xero-only firms in Australia and New Zealand, particularly architects, engineers and trades-services consultancies.
Best for: Established Xero-only firms that need rock-solid time and job tracking and don't need POs, AI or modern UX.
Pros
- Deep, mature Xero integration.
- Familiar to anyone who's used the original WorkflowMax.
- Solid timesheet and job-cost reporting fundamentals.
Cons
- No native QuickBooks Online support.
- No purchase order management, no AI, no unified approvals.
- Only 2 invoice modes — limiting for retainer-heavy or progress-billed work.
- Migration uncertainty for users still on the legacy Xero version.
3. Scoro — the all-in-one work management suite
Scoro tries to be your CRM, project management, time tracking, billing and reporting tool in one. It's strongest for mid-market consultancies and creative agencies that want a single dashboard for everything from sales pipeline to invoicing.
Best for: Mid-market consultancies (15–100 staff) that want CRM and PSA in one suite and have the budget for full implementation.
Pros
- Genuinely broad — CRM, quotes, projects, time, invoices and dashboards under one roof.
- Strong reporting and configurable dashboards.
- Mature multi-currency and multi-entity support.
- "ELI" AI assistant for natural-language reporting (newer, opt-in).
Cons
- Steep learning curve — Scoro is wide, and onboarding is real work.
- Higher per-user pricing and a hard minimum seat count.
- Approvals are partial and split across modules rather than unified.
- No three-way PO matching, no quote enforcement, no retention release.
4. Projectworks — the New Zealand-built consultancy tool
Projectworks is a Wellington-built PSA aimed squarely at professional services consultancies — software dev shops, engineering firms, management consultants. Strong on resourcing and project financials.
Best for: Mid-market consultancies that bill by the hour and want strong forecasting and revenue recognition.
Pros
- Excellent resourcing and capacity planning.
- Solid revenue recognition and forecasting.
- Both Xero and QuickBooks Online supported.
- Clean, modern interface.
Cons
- No native AI features.
- No three-way matching, no quote enforcement, no variation billing.
- Approvals are partial (separate flows per module).
- Less suited to product/agency mix — built around the consultancy "billable hours" model.
5. Productive — the modern agency favourite
Productive is the closest direct competitor to AtomicSam in feel and target market. Modern UX, AI features, strong resourcing and a growing presence in digital agencies globally.
Best for: Digital and creative agencies (10–100 staff) that want a slick, modern PSA and don't need deep cost-control features like POs or retention.
Pros
- Beautiful, modern interface — easy to onboard new users.
- Native AI features and smart task suggestions.
- Strong resourcing, utilisation and budgeting tools.
- Pre-invoice review built in.
Cons
- No three-way matching, no limit-based PO approval, no retention release.
- 4 invoice modes — better than most, still fewer than AtomicSam's 7.
- Per-user pricing escalates quickly above 20 seats.
- Approvals are partial rather than unified.

Which one should you pick?
Honest answer: it depends on your firm. Here's how we'd advise based on the dozens of demos and migrations we run each month.
Pick AtomicSam if…
- You're a professional services firm of 5–50 people who bill clients by quote, retainer, progress or T&M (or all of the above).
- You want native AI without paying an enterprise add-on fee.
- You need three-way matching, quote enforcement, retention release or variation billing — and the others don't have them.
- You want one unified approvals system instead of four different ones bolted together.
- You use QuickBooks Online or Xero (or you're switching between them).
Pick WorkflowMax if…
- You're a long-time Xero-only firm with a stable job/time/billing pattern and no need for POs, AI or modern UX.
- You explicitly want to stay close to the legacy WorkflowMax workflow.
Pick Scoro if…
- You want one tool to replace your CRM, PSA and reporting suite — and you have the budget and patience for a full implementation.
- You're 50+ staff and reporting/dashboarding is a board-level priority.
Pick Projectworks if…
- You're a pure billable-hours consultancy that lives and dies by utilisation and forecasting.
- You don't need PO management, quote enforcement, AI or unified approvals.
Pick Productive if…
- You're a digital/creative agency that prioritises slick UX over depth of cost-control features.
- You don't need three-way matching, retention release or variation billing.
Our verdict
For most modern professional services firms, AtomicSam wins on depth of feature, breadth of billing models, and price-to-value. It's the only tool in this comparison that combines native AI, seven invoice modes, three-way PO matching, unified approvals and industry terminology presets in a single product.
If you're already happy on Productive or Scoro and have no operational pain, stay put — switching costs are real. But if you're evaluating PSAs from scratch, or you've outgrown WorkflowMax and you're tired of patchwork approvals, AtomicSam is built exactly for the gap.

Frequently asked questions
What's the difference between PSA and project management software?
Project management tools (Asana, ClickUp, Monday) handle tasks and timelines. PSA tools handle the commercial side — quotes, time, billing, POs, margin and resourcing — for firms that sell their people's time. Most agencies need both, and the best PSAs (AtomicSam, Productive) integrate with project management tools rather than try to replace them.
Do I need three-way matching?
If you raise purchase orders against jobs and want to be sure the supplier invoice matches both the PO and the goods/services receipt, yes. Without three-way matching you're trusting the AP person to spot mismatches manually. AtomicSam is the only tool here that offers it natively.
Which PSA has the best AI?
AtomicSam and Productive both have native AI. AtomicSam goes deeper into operational AI (receipt parsing, invoice narratives, client research, job description generation), while Productive focuses on AI task suggestions. Scoro's "ELI" assistant is newer and more reporting-focused. WorkflowMax and Projectworks have no native AI features.
Can I migrate from WorkflowMax / Productive / Scoro to AtomicSam?
Yes — AtomicSam offers guided migrations from all four tools, including data mapping for clients, jobs, quotes and time. Get in touch if you'd like a migration scoping call.
